Remove core from cabbage and cut leaves into large bite-size pieces.
In a skillet, heat vegetable oil over medium heat and cook half the amount of cabbage for 3 minutes.
Add ground meat, and cook until browned. Add onions, carrots, remaining cabbage and water: bring to a boil then reduce to low heat and let it simmers. Cover with lid and continue to simmer for 5 minutes.
Remove from heat, break up House Foods Kokumaro Curry roux and mix well. Return to low heat for 5 minutes . Once done, remove from heat and serve with rice.
